Good morning, Cary! Welcome back to Cary Digest.

You might have noticed it has been quiet the last week or two. Long story short, I had some technical issues, and some of the tools we use to send emails really jumped up in cost suddenly.

What this means for you is that a new website is on its way with a full events calendar and the newsletter will be getting a small facelift. For the next few weeks, expect a jam packed Tuesday edition as I hold the Friday edition for a bit more review.

Most of the changes come directly from reader feedback, so reach out with any more comments. Keep an eye out for future polls as well, like the one in our Cary Digest events section further below.

Anyway, here’s what you can expect in today’s issue:

  • An update on the Town Manager

  • Early voting, Flock, and last call for input

  • Singles Event… coming soon?

  • A Japanese favorite near downtown

  • Events for Halloween into next week

Also, don’t forget that clocks go back an hour this Sunday as Daylight Savings Time comes to an end at 2AM.

Cary Makes Russ Overton Its Permanent Town Manager

Source: CaryNC Gov, photo from 2025 Interim (Russ on right)

After almost a year in an β€œinterim” role, Cary officially has a town manager again. On Thursday, Oct. 22, council voted 7-0 to make Russ Overton permanent at a base salary of $344,000. Overton has been running things since last December, when former manager Sean Stegall left after being placed on leave amid questions about spending.

Alongside the hire, council directed Overton to carry out recommendations from the town's special commission report. Here are a few important ones:

  • Multiple recommendations on spending and budget

  • Bringing back the internal auditor position, which the commission said Stegall had eliminated. A job posting was funded back in June.

  • Evaluating a confidential tip line for town employees.

  • Reports back on progress are due by the end of fiscal year 2027.

So far, this is one of the town's biggest formal steps in responding to the audit. You can track progress for yourself as well over on the town's Moving Forward Dashboard.

What is a Town Manager?

Town managers and similarly titled roles are senior level public administrators responsible for the daily operations of local government. They are typically hired (like Russ) by an elected body (Town Council), instead of being elected by voters.

From the Tip Line: A Note on Flock Cameras

Through the tip line, I have received numerous requests to cover Flock ALPR cameras here in (and around) the town of Cary. I wanted to note that I see your requests, you all have valid concerns, and I am working on some ideas to add in coverage for this and similar topics without losing the direction of Cary Digest. Stay tuned.

❝

What is the Flock controversy?

Flock Safety is a privately held company that provides automated license plate reader (ALPR) cameras to law enforcement and community groups. Supporters say the cameras help solve crimes, particularly vehicle theft. Critics cite mixed evidence of crime reduction, officer misuse, and warrantless searches of location data. Courts are in an ongoing debate over the constitutional questions regarding these devices.

Last Day to Weigh In on the Maynard Underpass

Quick update on the Maynard underpass we covered earlier this month. The project would drop the road under the train tracks and possibly displace a few businesses. Public comments close TODAY, so if you have any input be sure to share it now.

Dinner Club Update

Thanks to everyone who made it out this past week for Dinner Club! We are looking to host another soon as we work to get more restaurants and bars to host our large groups.

Spot of the Week: Toyo Sake Bottle Shop

Source: Toyo Sake Shop Instagram

The Toyo Sake Bottle Shop and Tasting Bar, an extension of Toyo Shokuhin & Gifts, a Japanese grocer that has been here for over 35 years. It’s one spot you may not have tried yet, and it’s probably a quick stop for you.

Owners Chris and Midori opened Toyo Sake just four doors down from the grocery last November. It’s a 2,000+ square-foot cozy bottle shop and tasting bar built around making Japanese sake easy to try.

Everyone on staff is a certified sake advisor and will make recommendations based on your preferences. You can order sake and whisky flights, shochu and other spirits, or even grab an imported craft beer.

The best part is that you can bring your own food in from any of the local restaurants nearby. It’s adults only, so leave the kids home if you plan to stop in.

Find them over at 748 E Chatham St Cary, NC 27511. Hours vary each day, so check their website below before you head over:

Toyo Sake was not sponsored, we just think they’re pretty cool. But, every week we feature a business, restaurant, or local figure here in the Town of Cary. Reach out here to get in front of 10,000+ local readers.
